India will inevitably have to hand over those responsible for carrying out these terrorist attacks against Canadians on Canadian soil to stand trial in Canada.

There just won't be any way for the Federal Government to skirt around that once the American prosecution concludes and the numerous different Canadian Crown prosecutions start.

Trudeau's hysterical reaction to India's actions a year ago were a catastrophic mistake and I'm glad Carney is taking a more sensible approach to relations with New Delhi. The United States under Biden communicated their displeasure with Indian actions against Sikh extremists through diplomatic back channels rather than turning them into a national melodrama and they were right to do so.

It was an Indian business practice to bring in poorly trained truck drivers, administer half-ass training and then unleash them onto our roads.

It was an Indian practice to setup a business as an immigration consultant and then draft and issue forged documents in support of applicants.

So the success or lack-of on this deal is going to be down to how rigorously our federal government regulates these new endeavors.

Honestly, its a start. Cannot avoid a large economy like India. With a large Indian Diaspora in Canada its only a good thing. 

Canada needs a large market to sell its natural resources. US is a no show for now, EU is a solid bet but cannot be the only one. 

Hopefully the partnership goes deeper and includes elements like security and cooperation on non state elements, illegal migrants to name a few.

My guess this leads to even more mass immigration form India to Canada.

SS: Canada's top intelligence agency, the Canadian Security Intelligence Service (CSIS), has for the first time officially confirmed that Khalistani extremists are using Canadian soil as a base to promote, fundraise, and plan violent activities primarily targeting India.

In particular, real and perceived Khalistani extremism emerging from Canada continues to drive Indian foreign interference activities in Canada," the report reads.

While the report distinguishes these extremists from those engaged in peaceful advocacy, it highlights that these violent elements use Canada as a safe haven to promote and plan attacks targeting India.

This falls under the pre-criminal phase, courts cannot use it to act against the agitators.

None of these are new or interesting developments. It is a known phenomenon in Western countries that extremists use all kinds of loopholes to do things like this. But unless they are actively planning of doing something, they are kept under supervision and that’s it. That’s the difference between the justice system in India and the justice system in Western countries. There are phases. 

Active planning must not be confused with passive planning. To passively plan is to circulate the idea of promoting violence, use social media as their venting tools where they express all their hatred and what they want to do to India, how they want to destroy it etc. They are important to prove intent, but the court needs more than just intent. As any good attorney will argue, if they were to just use only this as evidence of violence, they can use the same reasoning to treat all Indians on social media who want Khalistani dead as terrorists too. 

Actively planning meaning they are currently working on logistics on how to carry the plan, i.e. buying materials, buying services to deal with transportation of materials, assembling materials, buying plane tickets to carry these materials, discussing with each other via texts on what to do if something unforeseen occurs. All these buyings, especially in a country as digitalized as Canada, leave receipts which is what the justice system needs. 

So the overall phases:
1. Ideation phase - expressing online how much they hate and they want to destroy X or Y group. It’s such a common human feeling to hate, it is protected by free speech in court.
2. Pre-criminal phase - joining forums to discuss with other radicals, searches for materials to commit terrorist attacks without purchasing them. Insufficient as evidence in court to punish, but sufficient to start surveillance or even deny visas. Typically, trial runs are let to happen because they are also used as research by counter-terrorism to anticipate ways terrorists might try to slip through the cracks. 
3. Terrorist Attempt phase - purchasing materials, coordinating with others, securing transport/logistics to carry, even having trial runs. Sufficient for the police to stop them and the court to punish them, this is the stage most attacks are stopped
4. Successful Terrorism phase - Slipping the cracks, but this is more common with lone wolves and first timers than with known terrorist groups, because people of common ideologies group together and are much easier to track. Khalistani extremism is *now* known in Canada so it is tracked. It wasn’t known 40 years ago, so it wasn’t tracked.
